Within the policy of the government to have a small, efficient and compact civil staff, this division is responsible for strengthening the administrative unit of all the districts and Dungkhags by posting, promoting, training and transferring the administrative personnel. The division also coordinates with other government agencies to deploy other categories of personnel to the districts.

Create a happy and safe Bhutan through the reduction of disaster risks. “The Disaster Management Division shall be the premier organization that promotes, supports and facilitates disaster management to reduce disaster risks, in line with the RGoB’s policy of Gross National Happiness.
  • Coordinate disaster risk management at the national and local levels in coordination with relevant agencies;
  • Raise awareness on disaster risks and their mitigation/ prevention at all levels
  • Enhance and strengthen capacities of disaster management authorities at all levels
  • Support poverty alleviation through grant of relief after a disaster
  • Provide support to the local adminsitrations in preparation of their disaster management plans
  • Facilitate effective disaster management through development of various guidelines and legislative framework

  • The Policy and Planning Division were established with the main objective of strengthening the planning process and improving inter/intra sectoral coordination of development plans. The PPD were to act as the focal point and the direct functional link between the Planning Commission and their respective Departments and Ministry.
    • Translate sector policies and priorities into sector plans, programmes and policies in close collaboration with the PCS.
    • Prepare sector long-term perspective plans, master plans, medium term (to identify priorities and thrusts) and rolling plans, annual plans and budget in coordination with technical departments and submit to the PC and MoF (annual budget) for approval. Liaise closely with the PCS in setting outcome goals and targets of the sector.
    • Act as bridge between the Dzongkhag and ministry and provide technical support for planning, monitoring and evaluation to the DPUs and be the focal point for national and international policy and legal instruments pertaining to the ministry.
    • Initiate and coordinate the formulation of specific Acts, By-laws and other legal documents under the Ministry in coordination with concerned departments/units based on analysis of needs.
    • Carry out feasibility studies of investment opportunities, identify projects and conduct research and development analysis where necessary and coordinate donor assistance to the ministry including TA.
    • Assess socio-economic impact of policies, programmes and projects within the ministry.
    • Identify areas to improve and enhance coordination of development programmes within the ministry.
    • Monitor and evaluate sector programmes and policies at both output and outcome levels, which include the submission of annual, mid-term and terminal reviews reports to the PCS, through the standardized M&E system and act as focal point for the ministry level M&E sommittee.
    • Liaise closely with the PCS, NSB and DPUs and DSOs in the Dzongkhag in the collection and dissemination of information to ensure consistency and validity of national data and also provide timely inputs for the GPIS.
    • Act as focal point and the main channel of communication in the ministry for PC/PCS/DPUs and DBA.DADM
    • Provide inputs required from the sectors in the development and update of development indices such as the BDI.
    • Act as focal point in the sector on cross-sectoral issues such as poverty, gender, NHD, MDGs, environment, etc and assist PCS in the preparation of regular reports.
    • Participate in periodic policy and planning coordination meetings organized by PCS.

    ICT Unit was formed in 2005 and it is presently under PPD.The following are some of the DUTIES AND RESPONSIBILIES of ICT Unit(But not limited to the following).

    • Designing, developing and maintaining the Ministry's Website
    • Installing and maintaining all computer resources (hardware, software and computer networks).
    • Designing, developing and implementing systems and databases.
    • Providing technical backstopping wherever required.
    • Supervise and guide the maintenance of LAN & WAN, including the networking components.
    • Management of organization's network security
    • Provide possible public services deliverable through ICT
    • Public Government report online
    • Public online information relevant to the public including:
    1. Acts, rules and regulations
    2. Plans, goals, target and progress
    3. Contact, procurements and tenders

    His Majesty the King addressed the nation on 17 Dec. 2007, and auspicious occasion of 100th National Day. Addressing the nation, His Majesty the King on behalf of the people of 20 dzongkhags expressed gratitude to His Majesty the Fourth Druk Gyalpo for bringing in peace and prosperity in the country and prayed for the long life of His Majesty the Fourth Druk Gyalpo. His Majesty said today is an occasion for the people of 20 dzongkhags to pay tribute to His Majesty the fourth Druk Gyalpo and reaffirm our pledge to serve the country with utmost loyalty and dedication. His Majesty said today’s celebrations is not to mark 100 years of monarchy. His Majesty said it is to rejoice the socio-economic development, achievements and peace and prosperity that Bhutan has enjoyed so far under the leadership of our benevolent monarchs. His Majesty said the first and foremost task before every Bhutanese at this moment is to ensure the success of parliamentary democracy. His Majesty said the democratic system of governance has to take firm roots so that it benefits the country and its people. His Majesty said the future of Bhutan is today’s youth. The most important thing that the young Bhutanese should bear in mind is that they have an important responsibility of taking Bhutan forward. His Majesty said the country’s future will be determined by the capability, conduct and attitude of the young people. His Majesty also commended and expressed gratitude to the civil servants for their service. He said with the change in governance, Civil Servants have an important responsibility. His Majesty expressed gratitude to the aspiring politicians for sacrificing their profession to take part in this historic political changes taking place in the country. His Majesty said aspiring politicians have an important role to build healthy democracy and ensure peace and unity among the people. His Majesty said, His Majesty the fourth Druk Gyalpo has handed over a secure and sovereign nation to the future generation. His Majesty said people should ensure the success of parliamentary democracy initiated by His Majesty the 4th King. His Majesty said until now he has never failed in his duty as a King, which is to serve the country and the people. He said he will fulfill his duty in future as well. His Majesty closed the address by reiterating the importance of every Bhutanese joining hands to fulfill the national vision of One Nation One People. For the Bhutanese the day was an occasion to reflect back upon days of peace and prosperity enjoyed under the dynamic leadership of the Wangchuck dynasty and reaffirm their loyalty and dedication to the TSA-Wa-Sum.
